Colorado requires fee cuts for school and health facility construction inspections when money not committed to spending exceeds each year’s cap for three consecutive budget years.
State managers must cut fees supporting school and health facility construction inspections when a fund’s money not committed to spending exceeds its yearly reserve cap for three straight budget years.
State construction inspection managers must cut fees by an amount calculated to bring money not committed to spending within the current budget year’s reserve cap. The rule covers the public school construction and inspection cash fund and the health facility construction and inspection cash fund. Both are excluded from the general cash-fund reserve limits. School inspection managers must cut one or more fees paid into their fund. Health facility inspection managers must cut the construction inspection fee identified in the law. Managers may later raise a reduced fee only if projected reserves stay within the cap. The trigger uses each fund’s balance at the end of each of three consecutive budget years. Required fee cuts target the current budget year’s reserves.
