If it becomes law, this bill would require the Secretary of the Interior to issue a right-of-way for an emergency exit across Blue Ridge Parkway land near Milepost 9.6, once the Secretary reports that required checks are done.
The Interior Secretary would have to issue a right-of-way for the proposed Wintergreen emergency exit, but only after reporting to Congress that alternatives, fire analysis, and required reviews are done.
The Secretary of the Interior would be required to issue the right-of-way shown as "Proposed Egress" on the Blue Ridge Parkway map for the proposed Wintergreen Emergency Egress near Milepost 9.6, dated September 2024. The section already lets the Secretary issue rights-of-way. This is one right-of-way on Blue Ridge Parkway land, as shown on map number 601/194,694. The Secretary must first report to the House Natural Resources Committee and the Senate Energy and Natural Resources Committee. The report must say that alternatives that do not cross Federal land have been evaluated, including whether existing trails could become roads. The report must say that an analysis of expected fire behavior has been completed for the right-of-way. The report must say that required reviews under the National Environmental Policy Act and division A of subtitle III of title 54, United States Code, are complete.
