After consulting Missouri, Fulton, and Westminster College, the Interior secretary could work with public or private groups to protect the site and support public education. Only agreement partners could receive help.
The Interior secretary would study possible National Park System status and other ways to preserve the site. The three-year report deadline would start only when study money first becomes available.
The measure would designate America’s National Churchill Museum as a national historic landmark. The designation would cover the museum at Westminster College in Fulton, Missouri, including the Winston Churchill Memorial listed on the National Register of Historic Places. Property owners could still take any actions that would otherwise be allowed. The designation would not change how Missouri, Fulton, or Westminster College runs the site.
The Interior secretary could sign agreements with partners and give them expert help or money. Agreements could involve suitable public or private groups and cover protecting the landmark and helping the public learn about it. The secretary must first consult Missouri, Fulton, and Westminster College. Expert help or money could go only to an entity that signs an agreement.
The Interior secretary would study the museum and report the results and recommendations to Congress. The study would assess the site’s national importance, whether it should join the National Park System, and other ways government or private groups could preserve and explain it. The study must follow the federal study process cited in the measure and estimate federal costs for the options it considers. The secretary would consult affected governments, organizations, agencies, and interested people. The report would be due no later than three years after money is first made available for the study.
