The Interior Secretary could make a one-time agreement of up to five years letting the Foundation host private events at the park, with the authority ending after seven years.
The agreement would have to limit events, require insurance and staffing, and keep events from harming the park or blocking public access.
Event hosts would pay fees covering wear and tear and other costs, and the Secretary would report to Congress within four years.
The Secretary of the Interior may enter into a one-time agreement of up to five years with the Gateway Arch Park Foundation to host private events at the park, which may include using park buildings. The Foundation is a nonprofit that is the park's official philanthropic partner. Park buildings include the Arch Visitor Center, the Old Courthouse, and other public park buildings. The Secretary may make the agreement but is not required to. The authority to make or carry out an agreement ends 7 years after the bill becomes law, and any existing agreement ends then too.
The agreement must set exclusive event times, a monthly cap on events, National Park Service staffing, liability insurance naming the United States, and no federal liability for injuries or deaths from the Foundation's use. Events must fit the park's purposes, must not harm its integrity or appearance, and must not block public use or access. The agreement can be changed or canceled, but a changed agreement must still meet the main safety and liability terms.
The Secretary must charge a fee covering wear and tear from the events and may recover all costs, including upkeep, utilities, administration, security, and staff. The Secretary must also report to Congress. The report would cover effects on visitor access, security, staffing, and buildings, plus fees collected and costs recovered. The National Park Service could still host its own events and issue other permits. The report is due within 4 years after the bill becomes law.
No hearings or votes scheduled.
