Limits targeting of U.S. persons by intelligence and bans Fed CBDC efforts
It changes how intelligence agencies can query U.S. persons and forbids the Federal Reserve from creating or offering a public digital dollar, affecting privacy and payments.
1
What it does
Requires the FBI to provide monthly written statements about United States‑person queries to the Civil Liberties Protection Officer for review.
Gives the Civil Liberties Protection Officer authority to refer suspected query abuses to the Inspector General of the Intelligence Community, and tasks the IG to determine violations or abuses.
Adds criminal penalties (up to 5 years imprisonment or fines) for FBI employees who knowingly violate querying procedures or falsify compliance with them.
Explicitly prohibits intentionally targeting U.S. persons under FISA section 702 and requires use of warrants or other proper court orders for such targeting.
Prohibits Federal Reserve Banks and the Board from offering accounts or products to individuals, directly or indirectly issuing a CBDC, and from researching or implementing a CBDC; preserves a narrow exception for private, permissionless alternatives.
Argument forIncreases privacy and civil‑liberties safeguards by requiring monthly written disclosures of U.S.‑person queries and independent review with IG referral for abuses.
Argument againstLimiting targeting and adding procedural hurdles could make it harder for intelligence agencies to collect urgent foreign‑intelligence information and disrupt threats.
