Keeps Army helicopter units intact and forces planning and funding decisions that affect military readiness, budgets, and local bases.
What it does
Prohibits using Army funds in FY2027–FY2031 to retire, deactivate, or otherwise reduce ECAB capabilities, aircraft, resources, or personnel unless the Secretary submits a certification and plan to recapitalize and restore them.
Requires the Army to reinstate or reactivate any ECAB deactivated or retired prior to enactment within one year or otherwise restore it to prior levels.
Directs the Secretary to submit a report on implementation to the congressional defense committees within one year.
Requires submission within 180 days of a plan to sustain and modernize ECAB aircraft.
Authorizes $35 million for fiscal year 2027 for ECAB aircraft operations and training.
