If enacted, people could use covered health accounts for toothbrushes, water flossers, and eligible nonprescription medicines applied directly to teeth or gums.
For expenses incurred after enactment, covered health accounts would treat toothbrushes, water flossers, and certain nonprescription medicines applied to teeth or gums as medical expenses.
Covered health accounts would treat these oral care purchases as medical expenses. Covered accounts include health savings accounts, Archer medical savings accounts, health flexible spending arrangements, and health reimbursement arrangements. Manual and electric toothbrushes qualify. Eligible medicines must be sold without a prescription, fight cavities, plaque, or gum inflammation, and be suitable for direct application to teeth or gums. These medicines must meet the federal standard for being generally recognized as safe and effective. The rules would apply only to expenses incurred after the law's enactment date.
