The signed act changes when Colorado sends general-fund money to its multimodal transportation fund and may reduce related 2026-27 project funding.
The state treasurer must transfer $10.5 million to the multimodal transportation fund on July 1, 2025, and each July 1 from 2029 through 2031.
If the 2026-27 state budget becomes law, the transportation department’s project funding would be reduced by $10.5 million, unless the budget provides less or no such funding.
The state treasurer must transfer $10.5 million to the multimodal transportation and mitigation options fund on the dates listed in the act. The transfers come from Colorado’s general fund and go to the multimodal transportation and mitigation options fund. The listed dates are July 1, 2025, and each July 1 from 2029 through 2031.
The state must reduce the transportation department’s 2026-27 funding for multimodal transportation projects by $10.5 million. This applies to the cash-fund appropriation from the multimodal transportation and mitigation options fund in the 2026-27 state budget. The reduction is not required if that appropriation is less than $10.5 million. The reduction is not required if the 2026-27 budget has no appropriation for these projects. This provision takes effect only if the 2026-27 annual budget becomes law. Section 2 takes effect on the later of this act’s effective date or the effective date of the 2026-27 annual budget.
