California asks Berkeley center to study pension-funded projects
The Legislature asks the UC Berkeley Labor Center to study worker protections in projects funded by two state pension systems and report by January 1, 2028.
1
What it does
The Legislature requests a study of worker protections in California development projects funded through PERS and STRS, including possible effects on workers, costs, and project timelines.
Argument forThe study could help lawmakers understand how worker protections relate to project costs, schedules, and outcomes for California workers.
Argument againstThe study could take staff time and require pension systems to gather information from their consultants and contractors.
More detail
The Legislature requests that the UC Berkeley Labor Center study labor protections in certain projects and report its findings. The study covers California real estate and infrastructure projects funded through the real asset portfolios of PERS and STRS. It examines protections for workers and available evidence about effects on workers, the economy, development costs, project timelines, and other outcomes. The Legislature also requests that PERS and STRS provide relevant internal and contractor-related data after the Labor Center makes a written request. Nothing in this section requires a board to act unless it determines in good faith that the action is consistent with its constitutional fiduciary duties. The Labor Center is asked to send its findings to the Legislature and Department of Finance by January 1, 2028. PERS and STRS are asked to provide requested data within 60 days after receiving a written request.
