Would cap property assessment growth and raise homestead exemption
Changes could lower many homeowners' property taxes while reducing local governments' revenue flexibility for services and budgeting.
1
What it does
Raises the homestead exemption for levies other than school district levies to $150,000 on Jan 1, 2027 and to $250,000 on Jan 1, 2028.
Keeps homestead annual assessment increases capped at the lower of 3% or the prior year's CPI change.
Establishes assessment caps for other real property that are 10% before Jan 1, 2027 and 5% beginning Jan 1, 2027.
Limits county and municipal ad valorem tax revenue to specified core uses such as public safety, education, infrastructure, and natural resources.
Argument forReduces property tax bills for many homeowners by exempting up to $250,000 of homestead value from levies other than school taxes, directly lowering taxable value for those homeowners.
Argument againstReduced taxable value for homesteads could shrink local non-school revenue, pressuring counties and cities to cut services or raise fees to cover other priorities.
