If signed, transportation agencies could issue broader permits for factory-built housing moves, while state housing officials study costs and safety rules.
Transporters, manufacturers, and dealers could seek special or annual permits for manufactured homes, factory-built housing, and commercial modular units up to 14 feet wide. The bill would no longer require good cause.
State housing officials would organize an industry workgroup on moving these housing units and submit recommendations on costs, safety, escorts, and permit changes by January 1, 2029.
Transportation agencies could require pilot cars or special escorts for covered housing moves and could set extra routing rules when needed for public safety.
The Department of Transportation or a local authority may issue special or annual permits for covered housing moves up to 14 feet wide. The permits apply to manufactured homes, factory-built housing, and commercial modular units wider than the usual limit but no more than 14 feet wide. The applicant must be a transporter, licensed manufacturer, or licensed dealer and must apply in writing. The application must identify the housing unit and the highways to be used. Local approval is required before an individual or repeated trip uses city or county roads. An annual permit must describe the towing power unit and remains subject to the section's conditions.
The Department of Housing and Community Development must convene a stakeholder workgroup and report its findings to the Legislature. The workgroup covers movement of manufactured homes, factory-built housing, and commercial modular units under 14 feet wide and units over 14 feet but no more than 16 feet wide. The department must consult with the Department of Transportation and the California Highway Patrol. The workgroup must consider escort rules, cross-state comparisons, ways to reduce costs, and a possible repetitive 30-day oversize-load permit for loads up to 16 feet high and 16 feet wide. The workgroup must include representatives from housing producers, transporters, and related housing and industry associations. The workgroup must begin by March 31, 2027, meet at least quarterly, and the department must report to the Legislature by January 1, 2029.
Transportation agencies may require pilot cars or special escort services and may set additional safety and routing rules. The authority applies to manufactured housing units moved under the bill's permit rules, including units more than 14 feet and no more than 16 feet wide. Any added permit rules must be reasonable, serve public safety, and remain consistent with the governing permit requirements.
No hearings or votes scheduled.
