The law allows four legislative leaders to choose Colorado Channel Authority board members who do not have to serve in the legislature.
Legislative leaders can appoint people who are not lawmakers to four Colorado Channel Authority board seats. Board members serve staggered four-year terms.
The law reduces the General Assembly's 2026–27 state general fund money by $1,446 only if House Bill 26-1333 becomes law and provides at least that amount.
Four legislative leaders may appoint board members who do not serve in the legislature. These four seats on the nine-member Colorado Channel Authority board are appointed by the House speaker, Senate president, and each chamber's minority leader. Board members serve four-year terms, staggered so no more than three members' terms expire in one year. Vacant seats use the same appointment process as the original appointment, and replacements serve the rest of the term. The board provisions took effect upon passage.
The law reduces state general fund money set aside for the General Assembly by $1,446 if the budget conditions are met. The reduction applies to state general fund money for the General Assembly in the 2026–27 budget year. House Bill 26-1333 must become law. No reduction is required if that bill sets aside no state general fund money for the General Assembly through the legislative department or sets aside less than $1,446. If House Bill 26-1333 becomes law, the reduction takes effect when this law or House Bill 26-1333 takes effect, whichever is later.
