Creates a new Section 320 establishing a coastal climate change adaptation preparedness and response program under the Coastal Zone Management Act, run by the Secretary of Commerce, to assist States in planning and responding to climate impacts.
Authorizes planning grants to coastal States to develop adaptation plans with required contents (identification of vulnerable facilities, adaptive land/ocean strategies, long-term monitoring, and other necessary information).
Creates implementation (project) grants for States with Secretary-approved plans, lists eligible activities (habitat restoration, green infrastructure, invasive species control, infrastructure adaptation, training), and requires 30–50% of funds to be awarded competitively.
Authorizes appropriations for the new grant program by adding to Section 318(a) the phrase 'for grants under section 320, such sums as are necessary.'
