Adds a new conclusive-presumption rule: for certain listed federal determinations, a coastal State is conclusively presumed to concur with the federal consistency determination or certification for qualifying activities.
Specifies four categories of "covered activity": national security activities, critical infrastructure projects, disaster recovery or mitigation activities, and activities with significant national or regional economic impact.
Prevents State objections from delaying or preventing activities that are subject to the conclusive presumption.
Allows the Secretary 30 days to review and, if appropriate, issue a written determination nullifying the presumption for activities found not to be covered; if the Secretary does not act, the presumption is final and binding.
Defines terms used to target which locations and projects qualify, including 'area with a high unemployment rate' and 'area with low per capita income', and cross-references definitions for critical infrastructure and national security.
